I have the honour to transit to you the

enclosed copy of the report of a Committee appointed by me to

consider the proposed system of continuous service records

for Chinese Masters and Engineers of steam-launches.

2. The necessity for the introduction of

such a system was brought to my notice by the Chamber of Com-

merce in a letter dated 24th.of last October, a copy of which

I enclose, and on the 28th.ultimo the matter was considered

in Executive Council when it was advised that there was no

objection to the adoption of the system by this Government

3. I enclose a copy of the regulations with

reference to the engagement and discharge of the masters and

Engineers of stem-ships under 60 tons burden made in Council

on that day under section 7 sub-section 4 of Ordinance 26 of

1891.

As was pointed out in the report of the

Committee this scheme necessitates an increase in the cleri-

cal
